Strategic Resources West, Inc. (SRW) is a K-12 educational, local government and private industry consulting firm that has extensive experience creating facility master (capital improvement) plans, as well as addressing growth management issues with local governments and developers.
SRW also analyzes the effects of demographic and enrollment changes on infrastructure and capacity utilization, implementing
solutions for school districts, private schools and other local governments that are faced with growth, declining enrollments, fiscal complexities and other challenges.
SRW successes and accomplishments include the Douglas County school district, which is in the fastest growing county in the United States. We have successfully projected enrollments for many school districts over multiple-year periods and repeat requests for our services have lasted almost a decade in some districts.

- Facility master plan that assisted a Colorado Springs area school district with dem
onstrating a compelling argument for passing a bond election after several consecutive unsuccessful attempts
- Assisted a coalition of several school districts in Adams County to establish standardized school land dedication and cash-in-lieu of land methodologies to improve site acquisition capabilities
- Analyzed demographic characteristics and forecast enrollment for declining enrollment districts. The data generated and SRW’s experience assisted the districts with establishing critical path elements for its strategic planning and budgeting efforts
- Preparation of detailed school boundary studies and recommendations to several school districts in response to opening new schools in growth areas and changing demographics in mature areas. Required presentations to large groups of parents and other citizens and responding to emotionally charged questions
- Prepared build out analyses for school districts showing residential development potential, subsequent enrollment expectations and capacity needs by school level by area. This exercise utilizes electronic mapping, which illustrates ultimate facility needs, reducing improper school locations and transportation costs

Geographic Information Systems (GIS)

Strategic Resources West, Inc. makes extensive use of GIS when appropriate. This software correlates data, such as students or housing development information, to positions on an electronic map. Tying these
database elements to the map promotes efficient planning and “what if” scenario building. Selected uses for GIS analysis include, but are not limited to:
- Locate students by residence and show relation to existing schools
- Illustrate where students attend school (e.g. do they attend the assigned school?)
- Developing forecasts by small area (neighborhood) to assist with school boundary changes
- Illustrate declining enrollment and school capacity differences
- Assist with determining best courses of action for growth, closures, consolidations, non-educational alternatives and other possible options
