Denny Hill, Director


Mr. Hill has more than 25 years experience assisting school districts, other local governments and private businesses. Services provided include:


Mr. Hill was the Planning Director for Douglas County School District (Colorado) while the area was the fastest growing county in the nation. During his 8-year tenure more than 20 schools were built and/or funded and several additions were completed as enrollment grew by an average of more than 10 percent annually. An expert in the field of socioeconomic impact studies, Mr. Hill conducts analyses related to rapid employment increases and declines (a “post mortem”) to determine infrastructure impacts and mitigation plans. Market analyses were conducted for a variety of new business ventures. Mr. Hill’s experience also includes teaching economics at Kansas State University as well as distinguished military service. David Porter, GIS Specialist


Mr. Porter has over 30 years experience as a practicing local government planner and as a land use planner; six of these years were as Planning Director.   Mr. Porter authored Comprehensive County Land Use plans for counties and cities and also developed housing, open space and public facilities plans.  During this 30-year period, he reviewed over 700 individual projects, from individual commercial projects to a 5,800 lot subdivision. David is an experienced Geographic Information Systems (GIS) professional with extensive management and project supervisory experience, data conversion and application skills.  His experience also includes AML development, cartographic and analytical projects, and computer network maintenance.  He also has experience in capital improvements planning, developing street addressing systems, and land title research.

William P. (Bill) Reimer, Sr. Consultant


Mr. Reimer is a Senior Consultant with Strategic Resources West, Inc. and has considerable school district operating and planning experience. He is well versed in the day-to-day operations of school districts, having been responsible for all support services at Douglas County School District (Castle Rock, Colorado) while it was the fastest growing county in the nation. During his employment there, enrollment increased from less than 5,000 students to more than 42,000 students, with corollary increases in teaching and support staff. In addition, Mr. Reimer has received Strategic Planning Certification from the American Management Association (1997) and is a Malcom Baldridge National Quality Award Trainer (Jim Shipley and Associates, 2001).

Mr. Reimer supervised the implementation of all efforts in Douglas County School District (DCSD) related to Quality, including extensive training in the Baldridge Model for both instructional and non-instructional staff. Supervisory responsibilities at DCSD included organizational improvement through the implementation of Quality leadership practices. He also supervised the work of numerous cross-functional teams. Mr. Reimer directed the development and implementation of the DCSD Strategic Plan, its alignment with Board Policy, and its utilization as a measurement and reporting devise for staff and customers.

Darci Wiley, Associate


Ms. Wiley is an Associate with Strategic Resources West, Inc. and is providing support for school districts and other public entities regarding facility master planning, demographic and fiscal forecasting, growth management alternatives, site selection, service area/boundary planning, and related services. Ms. Wiley also performs demographic analyses for school district enrollment forecasting and facility planning, analyzes shifting enrollment patterns and has determined land dedication requirements for school districts.

Ms. Wiley is a graduate of Regis University in Denver, Colorado with a B.S. in Economics and Business Administration.
